The multiple inequalities historically experienced by women of African descent in Latin America and the Caribbean form part of a complex system of structural discrimination handed down from the colonial era of slavery. Flood risk in coastal areas has increased significantly in recent years. Historically, the response to this risk has been based on conventional solutions, such as building artificial dykes or enlarging or raising the elevation of infrastructure.
