Marco Llinás

Marco Llinás is an expert in competitiveness, productive development policies and internationalization. He is currently Chief of the Division of Production, Productivity and Management of the Economic Commission for Latin America and the Caribbean (ECLAC).
He has worked as Adviser to the High Council on Foreign Trade of Colombia and as Vice-President of the Chamber of Commerce of Bogotá, a position in which he led one of the biggest agendas on productive development and clusters in Latin America. He also served as Vice-President of the Private Competitiveness Council of Colombia, where he drove various national productive development policies, and founded and led the Colombia Cluster Network. He has also worked as Risk Management Director for the National Federation of Coffee Growers of Colombia, a negotiator of the United States-Colombia Trade Promotion Agreement and an economist in the office of advisers on the coffee industry for the Government of Colombia. He has also served on many boards of directors of national and international organizations, including TCI Network, an international network of experts in clusters.
He has authored many publications, including the book Iniciativas clúster: una forma concreta y efectiva de “mover la aguja” de la productividad (2021). He is an industrial engineer and holds a master's degree in economics from the University of the Andes in Colombia, as well as a master's degree in public administration in international development from Harvard University.
