Fifteen (15) governments of the region attended the First Latin American and Caribbean Summit for a global, inclusive, sustainable and equitable taxation, which took place on July 27 in Cartagena, convened by Brazil, Chile and Colombia. The summit was also attended by more than 12 international organizations, representatives of civil society, academia and the private sector.
The countries signed a declaration that for the first time in the history of the region will allow us to align positions in order to move towards fair global taxation, which will allow the governments of Latin America and the Caribbean to obtain the necessary resources to boost growth, fight inequality and combat climate change.
The representatives of these countries at the summit agreed to create a Regional Platform, which will serve as a space for the integration of Ministers of Finance, Economy and Treasury. This will provide a permanent forum for dialogue to develop international and regional fiscal policies that are more inclusive, equitable, sustainable and conducive to the achievement of the Sustainable Development Goals. The platform will also include the participation of representatives from civil society, academia and the private sector.
Among the issues that may be prioritized to be proposed in international scenarios are: environmental taxation, the progressiveness of the tax system and the distribution of tax powers worldwide.
Colombia assumed the Pro Tempore Presidency of this Regional Platform for the next twelve (12) months. During the next six (6) months, the government of Colombia shall prepare an Annual Work Plan, prioritizing the most pressing thematic axes of global taxation. In this task, it will be accompanied by ECLAC, which will assume the technical secretariat of the platform.
The creation of this platform represents a triumph for Colombia, Chile and Brazil, the region's progressive governments, the main promoters of the initiative.
The following is a list of the countries that attended the summit: Bolivia, Brazil, Chile, Colombia, Dominican Republic, Ecuador, Haiti, Honduras, Mexico, Nicaragua, Panama, Paraguay and Peru. New adhesions are not ruled out in the coming weeks.
