Briefing note
On May 13, the first session of the online seminar series "Towards Sustainable and Inclusive Tariff Regulation in El Salvador" was organized. These seminars are part of national technical assistance within the ROSA project. The session included participation from representatives of various national counterparts, such as the Salvadorean Water Authority (ASA), the National Administration of Aqueducts and Sewers (ANDA), and the Ministry of Tourism.
The online seminar, led by Mrs. Silvia Saravia Matus, Economic Affairs Officer of the Water and Energy Unit of the Natural Resources Division of ECLAC, and her team of experts, aimed to provide tools to foster the development of a more sustainable and inclusive regulatory and tariff system in El Salvador, addressing the country's specific challenges and opportunities in this area. Over four sessions, scheduled during May and June 2024, a detailed analysis of the technical and theoretical aspects of tariff regulation will be conducted, exploring its application in the Salvadoran context.
During the first session, titled "Conceptual Foundations in Water and Sanitation Regulation," Mr. Diego Fernández, Senior Expert from ECLAC, and Mr. Alfredo Montañez, Expert from ECLAC, presented various fundamental conceptual aspects of regulating water and sanitation services, with regional and global examples.
The event explored different tariff regulation mechanisms and outlined the processes for tariff setting, highlighting key aspects for designing a more efficient and sustainable tariff system. The differences between tariff setting and review were emphasized, underlining the importance of implementing knowledge appropriately, considering the size of the provider.
The session generated significant interest among the audience, leading to numerous questions and engaging conversations that underscored the importance and necessity of such an event.
