Within the framework of technical cooperation between the Ministry of Energy and Mines (MEM) of Guatemala and the Economic Commission for Latin America and the Caribbean (ECLAC), the initial training workshop on the logical framework methodology in energy policy and its essential constituent elements was held.

The event took place in Guatemala on August 18 and 19 with the participation of authorities, officials from the Ministry of Energy and Mines, and the Secretariat of Planning and Programming of the Presidency (SEGEPLAN). It was supported by international experts from the Bariloche Foundation.
The main objective of the workshop was to present the preliminary results of the national energy assessment and introduce officials to the logical framework methodology as a tool for formulating energy policy. The event combined plenary sessions with participatory group work, allowing attendees to identify and prioritize problems, analyze causes and consequences, and begin to outline objectives and strategic lines. The Technical Assistance is part of the process of developing a public energy policy initiated months ago by the Ministry of Energy and Mines (MEM) with the methodological support of SEGEPLAN.
During the opening session, the Minister of Energy and Mines, Mr. Víctor Hugo Ventura, reiterated the importance of participatory energy policymaking and the need to incorporate the energy policymaking methodology into the work of the Ministry of Energy and Mines.
This agenda is part of the technical assistance actions that ECLAC promotes in the region to strengthen governments' capacities in developing long-term energy policies, incorporating criteria of sustainability, participation, information, and transparency.
These activities are part of the United Nations Development Account project "Just and Sustainable Energy Transition for Latin America and the Caribbean" and reaffirm ECLAC's commitment to supporting Latin American and Caribbean countries in designing public policies that promote a just and sustainable energy transition, contributing to the achievement of the Sustainable Development Goals (SDGs).
