Within the framework of technical cooperation between the Ministry of Environment and Energy (MINAE) of Costa Rica and the Economic Commission for Latin America and the Caribbean (ECLAC), the initial training workshop on the logical framework methodology in energy policy and its essential constituent elements was held.

The event took place in San José on August 21 and 22 with the participation of authorities and officials from the Ministry of Environment and Energy (MINAE), the Ministry of Public Works and Transport (MOPT), the United Nations Development Programme (UNDP), and the GET.transform Program. It was supported by international experts from the Bariloche Foundation.
The main objective of the workshop was to present the preliminary results of the national energy assessment and introduce officials to the logical framework methodology as a tool for energy policy formulation. The event combined plenary sessions with participatory group work, allowing attendees to identify and prioritize problems, analyze causes and consequences, and begin to outline objectives and strategic lines.
During the event, the Deputy Minister of Energy, Mr. Ronny Rodríguez, presented the government's political vision regarding the main energy public policy challenges in Costa Rica. He expressed his support for the participatory methodology for public policy design that had been underway and the need to continue with the next stages.
This agenda is part of the technical assistance actions that ECLAC is promoting in the region to strengthen governments' capacities to develop long-term energy policies, incorporating criteria of sustainability, participation, information, and transparency.
These activities are part of the United Nations Development Account project "Just and Sustainable Energy Transition for Latin America and the Caribbean" and reaffirm ECLAC's commitment to supporting Latin American and Caribbean countries in designing public policies that promote a just and sustainable energy transition, contributing to the achievement of the Sustainable Development Goals (SDGs).
