The Seventh Meeting of the Committee to Support Implementation and Compliance of the Escazú Agreement was held in Panama

The Seventh Meeting of the Committee to Support Implementation and Compliance (CSIC) of the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean (Escazú Agreement) was held on Thursday, 9 October 2025, from 9:00 to 11:00 a.m., at the Ciudad del Saber in Panama City.

Objective of the Meeting

The purpose of the meeting was to report on the activities carried out by the Committee since its previous session in April 2025, including the periodic dialogues with the Parties and progress in the thematic rapporteurships on the Rapid Response Mechanism and on Persons and Groups in Situations of Vulnerability.

Proceedings

The session opened with welcome remarks by:

  • Jorge Arosemena, Executive President of the Ciudad del Saber Foundation;
  • Ana Patricia Graça, United Nations Resident Coordinator in Panama; and
  • Carlos de Miguel, Director of the Sustainable Development and Human Settlements Division of ECLAC.

The Chair of the Committee, Patricia Madrigal, presented an overview of the Committee’s main activities and highlighted key aspects of its website and the virtual platform for communications.

The dialogues with the Parties were then presented by:

  • Guillermo Acuña, who reported on the results of the dialogue with Chile and the publication of the final report (October 2025);
  • Félix Wing, who shared conclusions from the recently completed dialogue with Panama; and
  • Rita Joseph-Olivetti, who reported on the dialogue with Saint Lucia held in April 2025.

The Committee’s rapporteurs also reported on progress under their mandates:

  • Carole Excell presented the advances of the Rapid Response Mechanism, focused on prioritizing situations of risk involving threats or attacks against those exercising environmental access rights.
  • Andrés Napoli shared preliminary results of the Rapporteurship on Persons and Groups in Situations of Vulnerability, developed jointly with ECLAC, which seeks to identify structural gaps and guide differentiated measures to ensure access to information, participation and environmental justice from an intersectional perspective.

Dialogue with the Public

In keeping with the participatory spirit of the Escazú Agreement, the meeting concluded with an open dialogue session that allowed participants to share questions and comments on the Committee’s activities and next steps.
