ECLAC Led Key Discussions on Financing and Biodiversity at the COP16 in Cali

The organization’s Executive Secretary, José Manuel Salazar-Xirinachs, participated as a panelist, moderator or main speaker in multiple spaces at the global gathering held in Colombia in October.

The Economic Commission for Latin America and the Caribbean (ECLAC) participated actively in the 16th Conference of the Parties (COP) to the Convention on Biological Diversity, held in the city of Cali, Colombia in October 2024. This participation – centered particularly on events on the agenda of the Finance and Mechanisms for Implementation thematic bloc – was led by the organization’s Executive Secretary, José Manuel Salazar-Xirinachs, who served as a panelist, moderator or main speaker in multiple spaces, including in High-level Segments convened by the Secretariat of the Convention on Biological Diversity (CBD).

Among the Executive Secretary’s most notable interventions was his participation in the High-level Segment organized by the CBD Secretariat so that United Nations directors, Heads of State or Government, ministerial representatives of the signatory Parties to the convention, and others could make statements aimed at furthering implementation of the Kunming-Montreal Global Biodiversity Framework (GBF) by expressing support for key issues in the ongoing negotiations.

Furthermore, Salazar-Xirinachs moderated a discussion panel held as part of the main event of the Finance and Mechanisms for Implementation thematic bloc, entitled Public Debt and Biodiversity Loss: From Tension to Coherence, a high-level event at which participants analyzed public debt dynamics in light of the increased number of emerging markets in developing countries that face a triple crisis: that of debt, climate change and biodiversity loss.

Also, ECLAC’s highest authority was the main speaker at an official CBD side event, led by the United Nations Regional Commissions, on Key Actions for Interregional and Regional Implementation of the GBF, which provided a platform for interregional dialogue on expanding concrete, integrated and cross-border actions that can contribute to moving towards a more sustainable future in peace with nature, in the framework of the various commissions’ mandates and capacities for catalyzing transformative actions by Member States.

The Director of ECLAC’s Office in Bogotá, Ángela María Penagos, was another member of the Commission’s delegation who was present at the COP16’s high-level events, which included her participation as a panelist on a panel entitled Deep Analysis of Targets 18 and 19 of the GBF, which was part of the Business & Biodiversity Forum agenda carried out by the CBD’s Secretariat. In addition, she served as moderator at another CBD side event, entitled Investments for a Sustainable and Resilient Future for Life and Biodiversity, convened by Colombia’s National Planning Department to discuss the tools or mechanisms for investment in development that are available in Colombia and the region, their potential for orienting spending on climate action and biodiversity, and opportunities for transnational coordination in this area.

Through the multiple activities carried out in the framework of the COP16, including those already mentioned, the various members of ECLAC’s delegation reaffirmed the potential that the valuable natural heritage of the region’s countries has for driving a productive transformation that would enable their sustainable development.
