Authorities Will Review Implementation of the Global Compact for Safe, Orderly and Regular Migration in Latin America and the Caribbean

The meeting, co-organized by ECLAC and the IOM, will take place on March 18-20, 2025 at the UN regional commission’s main headquarters in Santiago, Chile.

Representatives of the Member States and associate members of the Economic Commission for Latin America and the Caribbean (ECLAC) and of intergovernmental and United Nations system organizations, along with relevant stakeholders, will review implementation of the Global Compact for Safe, Orderly and Regular Migration in Latin America and the Caribbean, at a meeting to be held on March 18-20 at ECLAC’s main headquarters in Santiago, Chile.

The Second regional review meeting on the implementation of the Global Compact for Safe, Orderly and Regular Migration in Latin America and the Caribbean – organized by ECLAC and the International Organization for Migration (IOM) in their capacity as Co-Chairs of the Regional United Nations Network on Migration – will begin on Tuesday, March 18 with a stakeholder consultation, followed by an intergovernmental conference to be held on March 19-20.

The gathering will be inaugurated on Wednesday, March 19 at 9 a.m. local time (UTC/GMT -3) by José Manuel Salazar-Xirinachs, ECLAC’s Executive Secretary; Amy Pope, IOM Director General and Coordinator of the UN Network on Migration; and María Teresa Urueña, a representative of the Red Jesuita de Colombia and Stakeholders Rapporteur. The event will be chaired by Alejandro Solano Ortiz, Costa Rica’s Vice Minister of Multilateral Affairs.

This event will allow Member States and other relevant stakeholders to assess implementation of the Global Compact for Migration (GCM), seek opportunities to strengthen regional and interregional cooperation, and address challenges based on the outcomes of the first round of Regional Reviews along with the priorities identified by the processes and initiatives carried out in the region.

The Global Compact for Safe, Orderly and Regular Migration is a non-legally binding cooperation framework that recognizes that no State can address the migration issue on its own, given its transnational and multidimensional nature. It consists of 23 intertwined objectives, under a series of cross-cutting and interdependent principles related to multilateralism. It is the first UN global agreement to establish a shared approach to international migration in all its dimensions.

The first review of the implementation of the Compact in Latin America and the Caribbean was held virtually in April 2021. Its summary report informed the first International Migration Review Forum (IMRF), held at United Nations Headquarters in New York on May 17-20, 2022, and resulted in the unanimous adoption of the Progress Declaration.
