The Montevideo Consensus is Latin America and the Caribbean’s most important intergovernmental agreement on population and development matters, and it is the means by which the region conducts follow-up to the Cairo Programme of Action beyond 2014. It is a progressive and comprehensive instrument, because it includes aspects that are key for implementing policies geared towards ensuring the full exercise of human rights in such important topics as sexual and reproductive health, population ageing, international migration, indigenous peoples and the Afrodescendent population.
