The publication addresses the trap of low institutional capacity and ineffective governance in which Latin America and the Caribbean is caught.

This intergovernmental gathering will take place at the United Nations regional organization’s main headquarters in Santiago, Chile on Monday, April 13, 2026.

The course, which is part of the activities of ECLAC's Network of Parliamentary Committees of the Future, has the central objective of providing parliamentarians and technical teams with tools to address one of the great challenges of the 21st century: population ageing.

The document was presented by José Manuel Salazar-Xirinachs, ECLAC Executive Secretary, at the Twentieth Meeting of the Regional Council for Planning, which is taking place through Friday, October 3 in Brasília.
