This training workshop on National Inclusion Accounts is part of the United Nations Development Account (Tranche 15) activities on “Inclusive and Sustainable Economic Growth in a Society for All Ages in the Post-COVID-19 Era in Asia and Latin America and the Caribbean."
The project’s objective is to enhance the capacity of governments in Latin America and Caribbean to develop evidence-based, intergenerational policies for inclusive and sustainable economic growth in the context of population ageing.
The project proposes to use disaggregated National Accounts data to address the twin goals of inclusion and sustainability in the context of population ageing. National Inclusion Accounts (NIAs) disaggregate national economic statistics by age and socioeconomic status. NIAs help identify and describe how economic resources are shared between population groups. This type of accounting is needed for long-term forecasts of the costs and funding sources for social protection, education, and health care programmes to ensure their fiscal sustainability and distributional equity.
Specifically, from Monday to Wednesday, the course will:
• Review principles and methodology of the National Transfer Accounts (NTAs);
• Familiarize participants with the framework and methodology of the National Inclusion Accounts (NIAs);
• Training in the elaboration of the National Inclusion Accounts (NIAs) using real data; following different disaggregation: by educational level, income/consumption level, and family structure.
Practical information
The participant must have experience in using household survey data, as well as in processing large datasets; proficiency in spreadsheets is essential. Additionally, familiarity with Stata, the statistical software in which several exercises will be conducted, is desirable. Any familiarity with national accounts, specifically with the system of national accounts, is highly desired. Furthermore, it is helpful for researchers to be familiar with the institutional characteristics of the country, especially regarding the public sector, in terms of public investments, how data on taxes and public programs is reported, etc.
