The fourth review and five-year evaluation of the implementation of the Madrid International Plan of Action on Ageing will take place globally in 2023 within the framework of the 61st session of the United Nations Commission for Social Development, while the regional review will be held in 2022, within the framework of the fifth meeting of the Regional Intergovernmental Conference on Ageing and the Rights of the older persons in Latin America and the Caribbean. The information provided by member states will form the basis for the preparation of the regional report to be presented by ECLAC at regional and global levels within the framework of the fourth cycle of review and evaluation of the Madrid International Plan of Action on Ageing.
This fourth review and five-year evaluation constitutes a propitious opportunity to assess the progress that has been made in recent years in the region on the priority areas defined: older persons and development; advancing health and well-being into old age; and ensuring enabling and supportive environments. The review will also make it possible to assess progress in the fulfillment of regional agreements such as the Brasilia Declaration (2007), the San José Charter on the rights of the older persons, the Montevideo Consensus on Population and Development (2013), and the Asuncion Declaration (2017).
In order to facilitate and guide the analysis of each of the priority areas of the Madrid Plan of Action, the guide includes questions/guidelines for discussion. One of the main recommendations for the preparation of national reports is to ensure the participation of the different government institutions involved in policies related to older people, as well as representatives of civil society organizations of this population group.
Taking into account this background and taking into consideration the Resolution approved by the Economic and Social Council (E/RES/2020/8) on the modalities of the fourth review and evaluation of the Madrid International Plan of Action on Ageing (2002), the ECLAC, in its role as Technical Secretariat of the Regional Intergovernmental Conference on Ageing and the Rights of Older Persons in Latin America and the Caribbean, invites the Member States to a virtual meeting to socialize the Guide for the preparation of the country report on the implementation of the Madrid International Plan of Action on Ageing.
