Briefing of Civil Society Organizations of the Region on ageing on preparations for the fifth Intergovernmental Regional Conference on ageing and the rights of older persons in Latin America and the Caribbean

ECLAC, in its role as Technical Secretariat of the Regional Intergovernmental Conference on Ageing and the Rights of Older Persons in Latin America and the Caribbean, invites the regional and subregional Civil Society Organizations of Older Persons to a Virtual Briefing on the Fifth Conference, with the objective of informing the date and modality of the meeting, the main topics to be addressed, and to explain how the participation of country delegations and civil society of older persons will be planned.

Population ageing is one of the main global demographic phenomena due to an increase in the number of older persons, as well as a longer life span, posing new challenges for societies and important challenges in terms of public policies. These challenges prompted the Madrid International Plan of Action on Ageing in 2002. The fourth five-year review and appraisal of the implementation of the Madrid International Plan of Action on Ageing will take place at the global level in 2023 within the framework of the 61st session of the United Nations Commission for
Social Development.

The regional review of the Madrid International Plan of Action on Ageing will be held at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile, from 13 to 15 December2022, within the framework of the Fifth Intergovernmental Regional Conference on Ageing and the Rights of Older Persons in Latin America and the Caribbean. In this regional meeting, which will be held in a hybrid format (faceto- face and virtual), the discussion will be based on the national reports already carried out by the various countries of the region, as well as on the regional report that ECLAC will present in the framework of the fourth review and appraisal cycle of the Madrid International Plan of Action on Ageing.The fourth five-year review and appraisal constitutes a propitious opportunity to assess the progress that has been made in recent years in the region on the priority areas defined by the Madrid International Plan of Action: older persons and development; the promotion of health and well-being in old age; and the creation of an enabling and supportive environment. The review will also make it possible to assess progress in compliance with regional agreements such as the Brasilia Declaration (2007), the San José Charter on the rights of older persons, the Montevideo Consensus on Population and Development (2013), and the Declaration of Asunción (2017).
