As one of the main instruments employed by ECLAC to implement its biennial programme of work, technical cooperation both supplements and feeds into the Commission’s analytical and normative work and its efforts in applied research and knowledge creation and management.
Thanks to technical cooperation, the fruits of these labours can be translated into operational actions, thus contributing inputs and recommendations for the design and implementation of economic, social and environmental public policies, with an integrated approach to development in the countries of Latin America and the Caribbean.
At ECLAC, technical cooperation encompasses many forms of work, ranging from technical assessments and the implementation of specific projects, to training activities and courses in various multisectoral spheres, as well as the exchange of best practices and lessons learned through seminars and workshops and the creation and operation of networks of experts and specialists.
In its broadest sense, technical cooperation in the ECLAC system brings together several components: cooperation programmes and projects financed with extrabudgetary resources, the regular programme of technical cooperation, and projects funded by the United Nations Development Account.
