La pandemia de COVID-19 es mucho más que una crisis de salud; está afectando a las sociedades y economías en su núcleo. Si bien el impacto de la pandemia varía de un país a otro, ha aumentado la pobreza y las desigualdades a escala mundial, y ha hecho que el logro de los ODS y la Agenda 2030 sea aún más urgente. Para abordar la crisis, las Naciones Unidas desarrollaron un marco de las Naciones Unidas para la respuesta socioeconómica inmediata a COVID-19, que destaca la necesidad de "empoderar a los gobiernos locales; escalar la resiliencia a nivel comunitario y de la ciudad ”como componentes centrales para la recuperación.
Las Comisiones Regionales de las Naciones Unidas, junto con el FNUDC y ONU-Hábitat, están trabajando en un proyecto conjunto sobre la creación de resiliencia económica urbana durante y después de COVID-19. Este proyecto se basa en el marco de la ONU y promueve el principio de "recuperarse mejor" al incluir medidas para planificar y construir ciudades resilientes, abogando por un enfoque que sea multirriesgo, multisectorial y de múltiples partes interesadas, que apoye la descarbonización y la circularidad de la economía y se centra en superar las desigualdades y ayudar a los grupos más vulnerables.
El proyecto tiene como objetivo desarrollar una mejor comprensión de los factores clave e impulsores de la resiliencia urbana, así como soluciones que funcionen y contribuyan a un marco práctico para crear ciudades y gobiernos locales más resilientes y más capaces de resistir choques como COVID-19 y otras crisis que puedan afectar en el futuro al mundo urbano. El proyecto se centrará en fortalecer las capacidades de los gobiernos locales en 15 ciudades a nivel mundial (3 de cada una: África, Europa, Asia-Pacífico, América Latina y el Caribe y las regiones Árabes) seleccionadas en un enfoque basado en la demanda para diseñar, implementar y monitorear de manera sostenible, resiliente y incluyentes respuestas económicas y financieras de COVID-19, planes de recuperación y reconstrucción.
El Taller Virtual Global forma una parte crucial del proyecto, informando un compendio global de prácticas y el desarrollo de un marco sobre resiliencia económica urbana. Antes del Taller, se distribuyó un Cuestionario a las ciudades para conocer sus experiencias con la pandemia COVID-19 y las prácticas de respuesta y recuperación económica implementadas para abordar sus impactos. El marco conceptual detrás de este cuestionario y los hallazgos iniciales sobre las prácticas globales se presentarán durante la primera parte del taller e informarán los estudios de caso y el panel de discusión en las partes siguientes.
Organizadores: Este Taller Virtual Global está organizado por el Programa Global de Resiliencia de la Ciudad de Hábitat de las Naciones Unidas (CRGP) en asociación con el Fondo de Desarrollo de Capital de las Naciones Unidas (FNUDC) y las Comisiones Regionales de las Naciones Unidas para Asia Occidental (UN ESCWA), África (UNECA), América Latina (CEPAL), Asia Pacífico (ESCAP) y Europa (CEPE).
Público objetivo: El Taller Virtual Global está abierto a la participación en las 15 ciudades del proyecto designadas por las Comisiones Regionales de la ONU, los encuestados del Compendio Global de Prácticas y los representantes de los gobiernos locales y otras instituciones involucradas en la recuperación económica a nivel local y la construcción de resiliencia.
