At COP 30, ECLAC and the Government of Brazil launched the Data Platform for the Sustainable Investment Portfolio
(November 13, 2025) – The public access platform for data on the Investment Portfolio for Ecological Transformation in Brazil, developed through technical cooperation between the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), Brazil’s Ministry of Finance, and the Sustainable Economic and Social Development Council (CDESS), was officially launched during a side event at the 30th United Nations Climate Change Conference (COP 30), on November 13, 2025, in Belém, Pará, Brazil. The event, organized by the Brazilian Government through CDESS and the Ministry of Finance, brought together government leaders, private sector representatives, and ECLAC officials, as well as an audience of delegates, observers, and COP 30 participants.
The Sustainable Investment Portfolio for Ecological Transformation project is part of the Technical Cooperation initiative between the Brazilian Government and ECLAC titled “Regional Integration and Productive Development for a More Productive, Inclusive, and Sustainable Future in Latin America,” formalized at the 4th Plenary Meeting of the CDESS on December 12, 2024. The initiative aims to map and analyze investments associated with the objectives of the Ecological Transformation Plan (PTE), with the goal of monitoring their progress and guiding public policies to accelerate their implementation. The platform includes data on 2,580 investment projects totaling R$ 473 billion in the following areas: Energy, Industry, Mobility, Sanitation, Bioeconomy, and Nature-based Solutions (NbS).
The Platform, available for free public access on the Brazilian Ministry of Finance’s website, is a key milestone of the project for the Brazilian government and society, providing important data and evidence to support decision-making. The tool allows users to view the projects included in the Portfolio, grouped by strategic sectors and distributed throughout the country. It is also possible to view ongoing investments and initiatives by region and by biome, providing an important overview of the transformations taking place in the Brazilian economy and across the national territory.
The launch took place in the Jandaíra Auditorium at the Brazil Pavilion in the Green Zone at COP 30. The event was opened by Gustavo Ponce, Executive Secretary of the Secretariat of Institutional Relations of the Presidency of the Republic of Brazil, and moderated by Olavo Noleto, Executive Secretary of CDESS. The Extraordinary Secretary of Carbon Market, Cristina Reis, noted that the project’s guiding question was to identify and understand what transformations are actually taking place in the country and to support the identification of bottlenecks. In turn, CDESS Councilor Laura Carvalho praised the Brazilian government’s efforts to mainstream the climate agenda and underscored the importance of coordinating the various ongoing efforts and initiatives. For this reason, the Councilor emphasized, the Portfolio contributes to the State’s planning capacity, which is essential for a long-term vision and structural change in the development model.
The event also featured remarks by Marina Grossi, CDESS Board Member and Special Envoy for the Business Sector of the COP 30 Presidency, and Luiz Carlos Trabuco, CDESS Board Member. The council members reaffirmed the strategic role and commitment of the private sector in promoting ecological transformation and highlighted the Portfolio as a link connecting policies and actual investments, enabling a comprehensive view of the transformations underway.
The Acting Director of the ECLAC Office in Brazil, Camila Gramkow, began her remarks by thanking the Brazilian government for the trust placed in ECLAC in developing the Platform and celebrating Brazil’s leadership as COP 30 President as an opportunity to accelerate transformations toward a more productive, inclusive, and sustainable future. Gramkow highlighted the Platform’s potential as a tool for the necessary policy coordination to boost Brazil’s global green competitiveness as a provider of sustainable solutions for its own country, for Latin America and the Caribbean, and for the world.
