The Dean of the Paris School of International Affairs (PSIA) at the Paris Institute of Political Studies (Sciences Po), Arancha González Laya, will give a keynote lecture on Monday, July 24, 2023 at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile, where she will be received by the United Nations regional organization’s Executive Secretary, José Manuel Salazar-Xirinachs. Her lecture will kick off a series of Keynote Lectures organized in the framework of ECLAC’s 75th anniversary commemorations.
The former Minister of Foreign Affairs, European Union and Cooperation of Spain will deliver at 11:00 a.m. local time (UTC/GMT -4:00) a keynote lecture entitled “Globalization, regionalization and the challenges of economic integration in Latin America and the Caribbean.”
Arancha González Laya served as Assistant Secretary-General of the United Nations and Executive Director of the International Trade Centre, an international organization based in Geneva, Switzerland forged jointly by the United Nations and the World Trade Organization (WTO). Between 2005 and 2013, she was Chief of Staff to the WTO’s Director-General, Pascal Lamy, and his representative (Sherpa) at the G20.
Prior to that, she held several positions at the European Commission in the area of external relations, where, among other tasks, she assisted developing countries in their trade development efforts. Between 2002 and 2004, she was the European Commission spokesperson on trade and an advisor to the European Union Trade Commissioner.
A Spanish national, she holds a law degree from the University of Navarra and a postgraduate degree in European Law from the University Carlos III of Madrid.
The commemoration of ECLAC’s 75th anniversary includes the launch of a special website that explores the organization’s origins, the evolution of its thinking and current institutional priorities. The website offers a selection of photographs of illustrious guests and of ECLAC’s staff and building – which is considered a landmark of modern Latin American architecture – in addition to other informational resources about this United Nations regional commission.

Dag Hammarskjöld 3477, Vitacura, Santiago, Chile).
