The objectives of the meeting are to present the regional planning for the next two years within the framework of the fifth review and appraisal of the Madrid International Plan of Action on Ageing, to foster dialogue between countries and the Technical Secretariat of the Conference regarding the preparation of national reports in 2026, and to make ECLAC’s technical assistance available to countries that may require it for the preparation of their reports.

Population ageing is one of the main demographic phenomena worldwide. The growing number of older persons, along with longer life course, present new challenges and opportunities for societies and public policies. In response to these changes, the Madrid International Plan of Action on Ageing (MIPAA) was adopted in 2002.

The fifth review and appraisal of the implementation of the Madrid International Plan of Action on Ageing will take place in 2028[1], while the regional review will be held in 2027 in the framework of the sixth Regional Intergovernmental Conference on Ageing and the Rights of Older Persons in Latin America and the Caribbean. The information provided by member States will serve as the basis for the preparation of the regional report to be presented by ECLAC to regional and global authorities as part of the fifth review and appraisal cycle of the Madrid International Plan of Action on Ageing.

In order to support Latin American and Caribbean countries in the preparation and submission of their national reports, CELADE – Population Division of ECLAC, in its capacity as Technical Secretariat of the Regional Intergovernmental Conference, is preparing a Guide for the preparation of national reports on the implementation of the Madrid International Plan of Action on Ageing. This Guide will provide methodological and substantive guidelines, together with a suggested report structure.
