The thirty-first session of the Economic Commission for Latin America and the Caribbean (ECLAC) was held in Uruguay, from 20 to 24 March 2006.By a resolution adopted at the thirtieth session (San Juan, Puerto Rico, 28 June-2 July 2004) and subsequently approved by the Economic and Social Council by its resolution 2004/47, the member States accepted the offer extended by Uruguay to host the session. The meeting is being held in accordance with the ECLAC calendar of conferences for the period 2004-2006.

The ECLAC secretariat presented the document “Activities of the ECLAC system to promote and support South-South cooperation during the biennium 2004-2005. Note by the secretariat” (LC/G.2306(SES.31/14)) to the delegations for their consideration. Section I of this document presented an overview of international cooperation for development in recent years, analysed the general features of cooperation within the United Nations and ECLAC, and described the impact of the United Nations reform process on these activities.
Section II of the document reviewed the cooperation activities carried out by the Commission in the 2004-2005 biennium, with specific reference to South-South cooperation. It went on to describe the technical cooperation projects conducted by ECLAC and indicated the expenditures made under this heading in the biennium. The projects were listed by subject area. Also included was a description of a number of key projects that had helped to define South-South cooperation activities in the region.
Section III covered the technical assistance missions, listed by subject area and geographical region, carried out by ECLAC in the past biennium. The document also contained an annex which outlined the regulatory framework governing the activities of the ECLAC Committee on South-South Cooperation and the United Nations system.

The thirty-first session of the Economic Commission for Latin America and the Caribbean (ECLAC) was held in Montevideo, Uruguay, from 20 to 24 March 2006. Pursuant to resolution 613(XXX) as adopted at the thirtieth session of ECLAC (San Juan, Puerto Rico, 28 June to 2 July 2004), member States agreed that the meeting would be held in Montevideo, Uruguay.
