El proceso de integración centroamericana ha enfrentado varias crisis profundas desde su inicio en la década de los años cincuenta. Sin embargo, la actual crisis económica se distingue de las anteriores en tanto que se originó fuera de la subregión y, particularmente, ha afectado el comercio con los Estados Unidos y los flujos de IED. Por esta razón, es importante analizar los vínculos más significativos de la subregión con la economía internacional. En este documento se estudia la situación y futuro de las zonas francas, incluidas el dilema de los incentivos a la IED, las negociaciones comerciales con terceros países, y los efectos de la crisis de precios alimentarios y de la crisis financiera. Además se abordan algunos de los principales retos del proceso de integración centroamericana, que podrían delinear una futura agenda subregional de trabajo.
The Central American economic integration and its perspectives in light of the international crisis
Abstract:
Since its beginning stages in the fifties, the process of Central American integration has faced several severe crisis's. However, the current economic crises differs from the previous ones partly due to the fact that it originated outside of the sub region and, particularly because it has affected the trade with the United States as well as DFI flows. It is therefore important to analyze the most significant links between the sub region and the international economy. This report examines the current situation as well as the future of free trade zones including the dilemma posed by the incentives of FDI's, the trade negotiations with third countries and the effects of the food-price crisis and the financial crisis. It also covers some of the main challenges in the Central American integration process that may provide guidelines for the future sub regional work agenda.
