General Objective
The Regional Platform for Tax Cooperation in Latin America and the Caribbean (PTLAC) seeks to build, in a participatory and consensual manner, a space for the integration of the Ministries of Finance, Economy and Finance to promote dialogue and provide guidance so that international and regional tax policies tend to be inclusive, equitable, sustainable, pro-growth, and contribute to the reduction of inequalities in member countries, building common positions and exchanging information that is useful for the development and improvement of tax policies. The Platform will guide its functions based on the principles of inclusion, agility and simplicity.
Specific objectives
Objective 1: Facilitate the construction, articulation and development of regional positions for a better inclusive, equitable and sustainable international tax system that contributes to the fight against inequality, with the purpose of contributing to global agendas or spaces on this matter.
Objective 2: Contribute with analysis, exchanges and technical guidelines that help inform decision-making on inclusive, sustainable, equitable and growth-friendly tax policies in member countries, based on international experiences and the needs of the region and each country.
Structure
The structure of the Regional Platform for Tax Cooperation in Latin America and the Caribbean is made up of the following bodies or instances:
- Council of Ministers of Treasury, Economy and Finance.
- Pro Tempore Presidency: Chaired by Colombia during the period 2023-2024.
- Technical Secretariat: ECLAC acts as Technical Secretariat.
Technical Working Groups:
- Progressivity of tax systems, coordinated by Chile.
- Tax benefits, coordinated by the Dominican Republic.
- Environmental taxation, coordinated by Colombia.
