Belize: National Workshop on Integrated and Sustainable Logistics and Mobility Policy

Implemented under the ECLAC/ United Nations Development Account project: Logistics integration for a more sustainable exploitation of natural resources in Latin America and the Caribbean

Sustainable movement of freight (logistics) or passengers (mobility) is an essential part of the structural changes that the Latin American and the Caribbean countries need to achieve an inclusive and sustainable development. Recently, many countries in the region have started putting in place national logistics and mobility plans and programs, as part of their sustainable development policies, but, so far these actions have had a limited impact and did not enable countries to fully exploit the development potential of the sector specially in its natural resources exportations.

In this context, one of the main objectives of the ECLAC technical assistance programme in the area of infrastructure services is to help countries organize and structure a national dialogue on integrated and sustainable logistics and mobility policies. An important part of this work is to encourage and develop cross-sectoral linkages between the logistics and mobility sector and other public policies and, in particular, the use and management of the countries’ natural resources. The first step in this area is the organization of a national workshop to offer a space for a national discussion and analysis aimed to elaborate and validate the bases of the future national logistics and mobility policy.

The workshop’s target audience includes high-level policy-makers, public servants from different relevant ministries (Ministry of Works and Transport, Ministry of Finance, Ministry of Industry, Ministry of Foreign Affairs and Foreign Trade, amongst other), private sector representatives (including the different industries, trade and customs trade union representatives), logistics, mobility, transport and public works specialists, labor sector representatives, as well as academic experts in logistics and mobility issues.

Expected results

The workshop’s main goal would be to identify and validate the key components of the integrated and sustainable national logistics and mobility policy for Belize, as follows:

  • Key logistics and mobility concepts

    Main principles and objectives of the policy

    Strategic Planning, Regulation and Institutional Framework

    Main areas of action, based on the challenges identified (natural resources, turism, services)

    Specific strategic issues, based on the countries’ situation and priorities.

The Workshop also aims to present and deliver recommendations in relation to the institutional framework of a national policy, identifying key actors and stakeholders as well as leadership and inclusive dialogue mechanisms. Lastly, a proposal of a work plan and the establishment of specialized working groups are expected to be developed, in order to move forward with the formulation and implementation of a logistics and mobility policy in the country.
