In order to support the countries of Latin America and the Caribbean in the preparation and presentation of their respective national reports, ECLAC, in its role as Technical Secretariat of the Regional Intergovernmental Conference has prepared a guide for the preparation of the voluntary national reports, which provides some guidelines on methodology and content along with a suggested report structure.

The fifth review and appraisal of the implementation of the Madrid International Plan of Action on Ageing will take place globally in 2028, within the framework of the 66th session of the United Nations Commission for Social Development (United Nations, 2025). The regional review will be held in 2027, within the framework of the sixth Regional Intergovernmental Conference on Ageing and the Rights of Older Persons in Latin America and the Caribbean. This fifth review and appraisal will assess the progress that has been made over recent years in the region on the Madrid Plan’s three priority areas: older persons and development; advancing health and well-being into old age; and ensuring enabling and supportive environments.

In this context, Member States of Latin America and the Caribbean are invited to report on the measures adopted since the fourth review and appraisal through their voluntary national reports. The information provided by Member States will form the basis for the preparation of the regional report to be presented by ECLAC at regional and global levels.

In order to facilitate and guide the analysis of each of the priority areas of the Madrid Plan of Action, the guide includes questions/guidelines for reflection and discussion. One of the main recommendations for the preparation of national reports is to seek the participation of the different government institutions involved in policies related to older people, as well as representatives of civil society organizations representing older persons.
