This report presents the results of the sixth United Nations Global Survey on Digital and Sustainable Trade Facilitation for Latin America and the Caribbean, conducted in 2025 in 174 countries, of which 22 were from the region. The average regional implementation rate across the 31 core measures of the Survey was 73%, slightly above the world average of 71%. Between the 2023 and 2025 editions, the region’s performance improved by 5.9 percentage points. This improvement was driven by increased implementation of several paperless trade and cross-border paperless trade measures, including the electronic issuance of import and export permits and certificates of origin and the electronic cross-border exchange of sanitary and phytosanitary certificates and customs declarations. In 2025, two breakthroughs in this regard were the entry into force of the Andean Community INTERCOM platform and the signing of a mutual recognition agreement between authorized economic operator (AEO) programmes of the member countries of the Pacific Alliance and MERCOSUR. Stepping up these efforts should be a priority in the coming years.
