From beneficiaries to citizens: Access by and treatment of women in Latin American pension systems

Women constitute the majority of the older adult population, but, with some exceptions, they are underrepresented among pension recipients. Although progress has been made in the region with regard to women’s inclusion in non-contributory pension programmes, these pension payments are lower and do not allow women to escape poverty. The multiple inequalities historically experienced by women of African descent in Latin America and the Caribbean form part of a complex system of structural discrimination handed down from the colonial era of slavery. Analysis of the effects of intersecting forms of discrimination in the region shows that most Afrodescendent women still lack the socioeconomic resources and power they need to attain physical, economic and decision-making autonomy.
