“From Analysis to Implementation: Strengthening Energy Planning”

Montevideo will be the venue for the IX Plenary Meeting of the Regional Forum of Energy Planners (FOREPLEN), scheduled for March 17–19, 2026.

This meeting is jointly organized by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Ministry of Industry, Energy and Mining (MIEM) of Uruguay, with the support of the GET.transform program of the European Union. It will bring together representatives from governments, technical agencies, multilateral institutions, and energy-sector specialists from across the region.

The IX FOREPLEN Meeting aims to strengthen regional cooperation in energy planning, deepen joint efforts around a just energy transition, and promote resilient methodologies and analytical frameworks capable of addressing the structural challenges faced by energy systems in Latin America and the Caribbean.

This year’s program is structured around the theme “From Analysis to Implementation,” emphasizing the need to move from methodological development toward concrete actions that accelerate the regional energy transformation.

The agenda will address regional electricity integration and its regulatory challenges; the formulation of energy transition plans; the development of low-emissions hydrogen, storage, and flexibility; and the incorporation of citizen participation in policy formulation.
