One of the cooperation program’s main challenges is consolidating the incorporation of the 17 Sustainable Development Goals (SDG) and monitoring the progress of the United Nations 2030 Agenda in the national planning processes, all of which demand greater cooperation to create and apply approaches, methodologies and instruments that support government authorities and civil society in this transition towards global well-being.

For this purpose, the ECLAC-BMZ/giz Program seeks to strengthen the institutional capacities of the selected Latin American and Caribbean (LAC) countries in the areas of planning, statistics, and financing, in order to execute and monitor the SDGs adjusted to their own national contexts. Therefore, the main stakeholders are government planning entities (ministries and planning departments of sectoral ministries), statistical institutes, ministries of finance or treasury, as well as civil society and scientific stakeholders, if applicable.

By means of presential or virtual courses, in addition to specialized support advisory services, experts and managers of relevant institutions in the member states are expected to be trained in systematically addressing the planning processes to implement the 2030 Agenda, in order to advise them on the development of policy approaches that take into account interactions between the SDGs.

To this end, instruments such as software for modeling systemic interrelations are applied and the digital platform of the Regional Development Planning Observatory (Observatorio Regional de Planificación para el Desarrollo) is further expanded to promote the exchange of experiences on efficient instruments for planning and monitoring the implementation of the 2030 Agenda. In parallel, thanks to the organization of international seminars with the respective ECLAC subsidiary entities and participating experts, this platform is further transmitted and validated.

The ECLAC sub-headquarters in the Caribbean and Mexico is also included, since certain seminars, training workshops and advisory missions take place in that sub-region and in Central America. Milestones are the availability of analyses, instruments and measurement methods in three countries: Costa Rica, Uruguay and Paraguay.
