"Whoever is not connected will be excluded in an ever more intensive and broader way", this is according to the publication The integration of digital technologies in the schools of Latin America and the Caribbean: a multidimensional overview (Spanish only), which was presented on Friday 18 July at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile.
The study is the result of cooperation between ECLAC and the European Commission, and proposes a matrix for analysing the incorporation of information and communications technologies (ICTs) in the education sector (with a view to supporting decision-making in Latin American and Caribbean countries).
The multidimensional matrix includes five necessary components for implementing this type of initiative (access, use, content, appropriation and management), and three priority policy objectives (equity, quality and efficiency).
The authors - Guillermo Sunkel, Daniela Trucco and Andrés Espejo (from the ECLAC Social Development Division) - hope that the matrix will "be a starting point and, where possible, a target for strategies that are continuing to be formulated in this field, so that informed decisions can be made with a long-term vision".
To date, the most widely developed policies in the region have been those promoting student access to technologies. Many countries have made significant investments in technology equipment and infrastructure, although there remain access gaps among different population groups.
According to the study, the main deficit relates to incorporating digital technologies into learning environments. This goes above and beyond purely technical aspects, and involves variables such as teaching methods and curriculum content and materials.
The authors emphasize: "Without digital educational content for use by teachers, students, school management teams and other actors in the education community, there is no way for schools to rise appropriately to the challenges posed to our countries by the information society".
The launch at ECLAC involved Martín Hopenhayn, Director of the Social Development Division, and the authors Guillermo Sunkel and Daniela Trucco. There were also remarks from Adriana Delpiano, Executive Director of the Chile's Education 2020 foundation, and Paulina Araneda, from the Council of the Chilean Quality of Education Agency.
