In the area of Social Development, ECLAC Caribbean engages in three thematic areas, namely: social development; gender; and population affairs.
Social Development
ECLAC Caribbean seeks to achieve a better understanding among member states of how to formulate and implement social policies and programmes, and how to promote evidence based policy making and programming within the Caribbean.
Activities build the capacity of government officials, non-governmental organizations and other relevant stakeholders to measure progress towards the attainment of the Internationally Agreed Development Goals (IAGDs), such as the Sustainable Development Goals (SDGs). The work focuses on the analysis of social policy and demographic dynamics in the Caribbean; poverty reduction and assistance with the construction of appropriate development indicators to advance national and subregional progress in the achievement of IADGs.
Gender
ECLAC Caribbean promotes the integration of a gender perspective to enable the subregion to fulfil the goals set forth in the Beijing Declaration and Platform for Action, and other global commitments including the Millennium Development Goals and the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW).
Activities include technical assistance to member states in support of their gender mainstreaming policies and programmes, and support in the design and implementation of gender-mainstreaming projects and policies, including national gender policies, needs assessments, training and gender analysis. The goal is to achieve a better understanding among member states of how to formulate and implement social policies and programmes, integrating gender analysis in the formulation, implementation and evaluation phases.
Population
ECLAC Caribbean facilitates international cooperation among governments and development partners on topics such as international migration, population ageing, the rights of persons with disabilities, and population census’s.
Work focuses on supporting the implementation of international agreements such as the Cairo Programme of Action from the International Conference on Population and Development (ICPD), the Madrid Plan of Action on Ageing, and the San José charter on the rights of older persons in Latin America and the Caribbean. Activities include the publication of studies, the convening of expert group meetings on key population issues, and the provision of technical assistance to governments.
