A government interoperability framework is central to achieve the Millennium Development Goals in developing countries

A declaration was signed with the agreement on working together to advance on the Millennium Development Goals regarding e-government.

Representatives of 26 developing countries agreed, through a declaration, the urgency for governments, civil society and the private sector to work together to develop and implement government interoperability frameworks for accelerating progress in Millennium Development Goals (MDGs).

The declaration was one of the result of the three-day "Global Governance meeting on interoperability frameworks 2010", held in Rio de Janeiro (Brazil), from 4 to 6 May. The gathering, hosted by the Government of Brazil and organized with the support of UNDP, IBM and Oracle, brought together about 100 experts from governments, civil society, international organizations and the private sector. They discussed how to bring ICT into the Millennium Development Goals agenda, given the impact of the global economic crisis on countries capacities to achieve its development objectives.

In this regard, the Government Interoperability Framework is decisive and becomes essential to ensure that the use of ICT is focused directly to the needs of citizens and that the solutions are implemented efficiently.

On behalf of the ECLAC's Information Society Programme, Hernan Moreno participated with the presentation "Implementation of Government Interoperability Frameworks (Putting Strategies into Practice)", from e-government goals of the Regional Action Plan eLAC2010.

eLAC is a regionally concerted strategy that conceives of Information and Communications Technologies (ICTs) as instruments for economic development and social inclusion. It is a strategy with a long-term vision (until 2015) in line with the Millennium Development Goals (MDGs) and those of the World Summit on the Information Society (WSIS), which is concentrated on short-term action plans with concrete qualitative and quantitative goals to be achieved.

Regarding interoperability, eLAC proposes to promote the interoperability of standards-based e-government systems in Latin America and the Caribbean in order to ensure that the option of inter connecting services within a single jurisdiction or across different jurisdictions remains open, taking into account recommendations relating to work in this area such as the white book on e-government interoperability (goal 38).
