| ECLAC expert presented at the Seminar Regulatel-IRG / Anatel-Anacom Manaus (Brazil) findings of a study on the new role of Internet regulator. (4/5/2010) During the 25th and 26th of March, it was discussed about the alternatives for adaptation of the regulatory normative and policies for universal access to a context of convergence, at the Regulatel IRG / Anatel-Anacom Seminar, in Manaus (Brazil). During the 25th and 26th March was discussed at the seminar Regulatel-IRG Seminar / Anatel-Anacom Manaus (Brazil) on the appropriateness of alternative regulatory rules and policies for universal access to a context of convergence. To achieve this goal, regulators both from Latin America and the Caribbean (Bolivia ATT, SUTEL of Costa Rica, Ecuador's Ministry of Telecommunications, Conatel of Honduras, among others) and Europe, as well as international institutions (Regulatel, ECLAC, ITU) and agencies specialized in these matters gathered together. On behalf of ECLAC, Fernando Rojas, an expert in access and infrastructure of the Information Society Programme, presented a study about the role of the regulator in an environment of technological convergence. The presentation shows that it is necessary to adapt the regulation of communications for each sector that is affected by convergence, with the speed with which changes are occurring at a technological level. In addition to the functions that already has the regulator due to convergence, new functions that he will have to incorporate into his activities will emerge, such as promoting and defending of competition, the application network neutrality principle and the promotion of broadband.
